When the private railway company’s Chichibu Line was opened, Seibu Railways’ Electric Locomotive E851was manufactured in 1969 by Mitsubishi Heavy Industry for the purpose of transporting Cement produced in the mining area of Chichibu province. The E851 is the first and the strongest F-Class (6 Drive-Axle) electric locomotive ever owned by a Japanese private railway company. The western-style body with round windows and graceful edges is very contemporary, while the cream stripes on the reddish-orange paint scheme is quite striking and impressive.
